Carroll's guest worked at the Moililii Stream site when the city illegally dumped loads of concrete into the stream to create a "maintenenace" road. They were later fined and ordered to clean the stream.  City workers were paid, by taxpayers, to work overtime, 3-4 hours a day plus 8 hours on weekends to dump concrete from torn up city sidewalks.
